Biography

Ellen Bonner is the founder of Callaway Bonner Law, LLC, and concentrates her practice in the areas of government contracts and healthcare. In addition, Ms. Bonner is a certified federal Equal Employment Opportunity (EEO) investigator.
 
With more than 20 years of government contracts and healthcare experience in both the public and private sectors, Ms. Bonner provides strategic advice to companies seeking business with the federal government. As a federal government lawyer successfully litigating and advising on multi-billion dollar healthcare contracts, and as an executive with healthcare insurance companies, Ms. Bonner brings a comprehensive and invaluable perspective to the demands of a government contract or healthcare business.
 
Ms. Bonner's experience includes reviewing, advising and litigating government healthcare contracts for the Department of Defense TRICARE Management Activity. Her litigation experience includes practice before the General Accountability Office and the United States Court of Federal Claims. Ms. Bonner has extensive experience with the Centers for Medicare & Medicaid Services Medicare Administrative Contracts (MACs). She also served as Assistant General Counsel for a trade association providing legal and operational advice on a cooperative agreement with the Department of Homeland Defense. Ms. Bonner' s business experience includes serving as Vice President Government Contracts for a Wisconsin health insurance company and on the Executive Leadership Team of a government contracts healthcare subsidiary of a Fortune 500 company where she was Vice President and Sr. Counsel.
 
Over the course of her career, Ms. Bonner developed a comprehensive understanding of the government procurement process, both as a legal counsel and an operations executive. Ms. Bonner advises her clients on obtaining and retaining government contracts while simultaneously achieving the client's business objectives. Ms. Bonner speaks frequently on current issues facing the government contracting community and is an active member of the American Bar Association Public Contracts Section and the National Contract Management Association.
 
Ms. Bonner holds a Juris Doctorate from the University of Oklahoma College of Law and a Bachelor of Arts from the University of Oklahoma. She is licensed to practice law in the states of Colorado, Oklahoma and Tennessee and is admitted to practice before the United States Court of Federal Claims and the United States District Court, Western District of Oklahoma.
