Trade Promotion Authority (TPA) is a tie-limited authority that Congress uses to establish trade negotiating objectives, notification, and consultation requirements, and procedures to consider implementing legislation for certain reciprocal trade agreements, provided that they meet certain statutory requirements. TPA is sometimes referred to as “fast track” authority. This presentation will discuss its history, purpose and usage, particularly over the last 8 or so years. And it will include a discussion and Q&A on issues that have arisen in the debate over TPA renewal.

It is astounding how complicated the governmental processes are in dealing with trade -- just from the U.S. internal perspective, let alone what every other of the 66 negotiating countries does inside their borders. It is also disturbing how much information is kept from the American consumer during the process.
