Biography

Steven R. Stout has 30 years of experience working with the Tennessee Department of Environment & Conservation in the Office of General Counsel (TDEC- OGC). For many of those years Steven served in a primary capacity in advising and representing the Division of Air Pollution Control in its implementation of the Clean Air Act and the Tennessee Air Quality Act and their corresponding rules and regulations.  Stout attended East Tennessee State University (B.S. 1983) and the University of Tennessee, College of Law, (J. D. 1990). He is a member of and past chair the Tennessee Bar Association Environmental Law Section.  He also has been a member of the American Bar Association and the Section of Environment Energy and Resources (ABA SEER) and participated in committee work for many years. He has frequently been involved in presentations for CLE programs.
