Biography

Mr. Krivacka is the Director of Category Management and Legal Team for the Central Procurement Office (“CPO”) of the Tennessee Department of General Services.  The CPO procures most of the goods and services needed for the State government.  In Mr. Krivacka’s role as Director of Category Management, he manages the three category teams that procure statewide contracts available to State Agencies, local government, higher education, and certain not-for-profit organizations.  In Mr. Krivacka’s role as Director of the CPO’s Legal Team, he supervises the legal work of the CPO.  Mr. Krivacka was the author of Public Acts of 2013, Chapter 403, which substantially revised and reorganized the State’s procurement laws, the CPO administrative rules, and CPO policies and procedures.  Additionally, he oversees the drafting and adoption of the templates, models, and forms used by the State in the procurement and contracting processes. 

Prior to joining the State in April of 2012, Mr. Krivacka was a partner at Adams and Reese LLP, where he was outside general counsel to the Metropolitan Nashville Airport Authority and represented a number of private and public clients with respect to procurement and other governmental matters.  From 1994 to 2001, Mr. Krivacka was a Metropolitan Attorney for the Metropolitan Government of Nashville and Davidson County where he represented the Division of Purchases with respect to procurement of goods and services and defended the Division’s contract awards in protest hearings.  Mr. Krivacka was part of the legal team that brought Dell Computer, HCA, NASCAR’s Busch Series Race, the Tennessee Titans, and the Nashville Predators to Nashville in the 1990s.

Mr. Krivacka received his juris doctor from the University of Mississippi, cum laude, his MBA from Middle Tennessee State University, and his Bachelor of Arts degree from Austin Peay State University.  He is an author and frequent speaker on procurement, government contracting, and government law matters.  Mr. Krivacka is married with four sons and enjoys golf and coaches numerous youth sports when he is not working.
