Biography

Christy A. Allen is the General Counsel for the Tennessee Department of General Services. Before joining General Services, she served as Assistant Treasurer for the Tennessee Treasury Department's Legal, Compliance and Audit Division from 2011-2018. In this role, Ms. Allen oversaw the attorneys and compliance and internal audit staff in the Department.

Before joining the Treasury Department in 2011, Ms. Allen served as Assistant Commissioner for the Tennessee Department of Health's Bureau of Health Licensure and Regulation from 2007 to 2011 and was responsible for overseeing the staff responsible for the administrative duties relative to the licensure and complaint investigation of health care professionals, health care facilities, emergency medical services personnel and ambulances, and dog and cat dealers and breeders. Prior to working at the Department of Health, Ms. Allen served as legal services director and Deputy General Counsel for the Tennessee Department of Commerce and Insurance, where she advised senior department officials on legal, policy and legislative matters. Her responsibilities also included litigating professional disciplinary cases before boards, commissions and administrative judges. She also had oversight of personnel and contract matters for the department. Ms. Allen joined the Department of Commerce and Insurance in 1994 as a staff attorney for the regulatory boards division.

Ms. Allen has served as Chair of the Tennessee Bar Association's Administrative Law Section and has been a member of the Nashville Bar Association's State Government Lawyers Continuing Legal Education Planning Committee.

Ms. Allen received a Doctor of Jurisprudence degree from the George C. Taylor School of Law at the University of Tennessee, Knoxville, and a Bachelor of Arts degree from Bryn Mawr College in Philadelphia, Pennsylvania. She has been licensed to practice law in Tennessee since 1993.
