Philip attended the University of Tennessee College of Law and graduated in 1995. He is an executive council member of the Disability Law Section of the Tennessee Bar Association, and he is a member of the National Organization of Social Security Claimants' Representatives.  Philip practices at Bean, Smith & Burnett in Crossville, TN.
