Biography

Phillip Hilliard has served as an Administrative Judge since 2016.  He began his legal career as an Assistant District Attorney and then, for a number of years, represented the Tennessee Department of Environment and Conservation, as well as other state agencies, in both state and federal courts as an Assistant Attorney General and later Senior Counsel.  Judge Hilliard holds a Doctor of Jurisprudence from the University of Memphis School of Law and a Bachelor of Arts from the University of Tennessee.  He has completed various training in conducting administrative proceedings and is a Rule 31 General Civil Mediator.
