Biography

Ms. Vann currently serves as Senior Associate Counsel and Litigation Team Lead in the Tennessee Department of Environment & Conservation's Office of General Counsel.   She supports TDEC's work with federal entities, including DOE and TVA, as well as all divisions within TDEC's Bureau of Environment, providing legal advice and counsel on program implementation, enforcement actions, rulemakings, and legislative initiatives.  Prior to joining TDEC's Office of General Counsel, Ms. Vann worked as a Senior Assistant Attorney General in the Environmental Division of the Tennessee Attorney General’s Office, where she represented TDEC and the Tennessee Wildlife Resources Agency for 10 years in the enforcement of state and federal environmental laws.  A native Tennessean, Ms. Vann obtained her undergraduate degree in Biology from the University of Tennessee - Martin and her law degree from the University of Memphis Cecil C. Humphreys School of Law. Ms. Vann also received her LL.M. in Environmental and Natural Resources Law from the Northwestern School of Law, Lewis & Clark College in Portland, Oregon.
