Biography

PAMELA LEONARD is the Executive Director of the Council for Restorative Justice at Georgia State University in Atlanta, GA. She has practiced in legal settings for many years as a Specialist in Death Penalty Mitigation and in Defense-Initiated Victim Outreach on cases at the trial level and post-conviction level, and in federal court as well as state court. Ms. Leonard served as the first Deputy Director of Mitigation and Investigation at Georgia Capital Defender until she stepped down from this position in late 2005 to return to private practice in defense-initiated victim outreach, specifically to provide victim outreach in U.S. v. Zacarious Moussaoui. Ms. Leonard has authored articles on the development and
presentation of evidence in capital cases, provided advanced investigative services and training and consultation to attorneys throughout the U.S. as well as having duties related to the direct representation of capital defendants, and monitoring capital cases throughout Georgia. In that regard, she has reviewed the preparation, jury selection, and presentation of evidence in scores of capital trials in the State of Georgia and served on the faculty of numerous national criminal defense training seminars. She has been qualified as an expert to testify in matters of mitigation, investigation, and defense-initiated victim outreach in death penalty cases. Further, she has been trained in mediation and conflict transformation.
