Tammy Turley has served as Chief, Regulatory Branch, Corps of Engineers Nashville District since 2012. In this position, she administers the Clean Water Act Section 404 and Rivers and Harbors Act Section 10 Regulatory Program throughout the Nashville District Regulatory boundaries (KY, TN and AL). Ms. Turley provides oversight to the branch regarding policy and regulatory challenges such as complex jurisdictional determinations, permit evaluation to ensure documentation of compliance with environmental statutes, regulation and policy and enforcement/compliance actions. She currently oversees a staff of 26, including the main regulatory office at JPP Lake, Nashville, TN and two field offices in Lenoir City, TN and Decatur, AL.
Ms. Turley recently completed a 6 month developmental assignment at the Assistant Secretary of the Army for Civil Works office at the Pentagon, where she assisted with national challenges relating to Regulatory, Environmental and Tribal issues.
Prior to this position, Ms. Turley served as the East Regulatory Section Chief of the Nashville District, primarily concentrating on surface and underground coal mining in Kentucky, Tennessee and Alabama. In 2011, Ms. Turley served in a one year developmental assignment at Headquarters USACE working on national regulatory initiatives including cumulative effects tools.
Ms. Turley began her Corps of Engineers career in the Huntington District Regulatory Program covering central Ohio, West Virginia and Eastern Kentucky. As a Project Manager, she evaluated controversial and complex energy projects including coal mining; nuclear, coal and LNG power plants; biofuels processing facilities as well as river port facilities; residential and commercial developments and linear transportation projects.
Ms. Turley serves as a PROSPECT Instructor for Regulatory IIA presenting NEPA, Scope of Analysis and Cumulative Effects Analysis in the Regulatory Program. She also teaches Watershed Concept/Cumulative Effects in the Water in the Watershed PROSPECT Class sponsored by the Hydrologic Engineering Center in Davis, California.
Ms. Turley served as the Lakes and Rivers Division Team Leader for the Environmental Support Team (EnvST) providing assistance to DOD in OCONUS operations. Ms. Turley served as the National Environmental Planner during the Combined Forces Command/US Forces Korea Operation Ulchi Freedom Guardian and Key Resolve in the Republic of Korea. Ms. Turley also instructs Environmental Considerations for Base Camp Development preparing Forward Engineering Support Teams (FEST) for deployment.
Ms. Turley received a B.S. and M.S. in Environmental Biology from Marshall University in Huntington, West Virginia.
