Biography

Ross Margulies focuses his practice on statutory and regulatory issues involving the Centers for Medicare & Medicare Services (CMS), as well as general health policy matters. His experience includes Medicare and Medicaid reimbursement issues for innovative pharmaceutical products; legal, regulatory and strategic advice for Medicare and Medicaid providers; and compliance issues related to pharmaceutical and medical device companies, hospitals, practitioners, and provider organizations.
Ross' practice emphasizes strategic counseling to healthcare and life sciences clients on regulatory and administrative processes and federal legislative matters. He also advises a number of Medicaid providers on issues related to waiver and demonstration authorities, the Medicaid Institutions for Mental Disease (IMD) exclusion, and rules related to restraints and seclusion. Ross has experience helping clients establish and maintain effective compliance programs, including navigating disputes alleging kickbacks, overpayments, and billing and coding problems. With the enactment of health care reform legislation in the spring of 2010, he has begun counseling clients on the multiple changes to health care laws that have occurred as a result of the legislation.
Prior to joining Foley Hoag, Ross served as a Senior Research Assistant at the George Washington University School of Public Health and Human Services. He also worked in a variety of public sector settings, including serving in the Office of the General Counsel of the U.S. Department of Health and Human Services. On Capitol Hill, Ross was a Health Policy Fellow in the office of Senator Bernie Sanders. He previously served as Development Director for the non-profit organization, FairVote, and Founder and Director of Finance for the End Poverty Now Society in Montreal, Canada.
