Faculty Profile: Dale Carroll

Carroll has responsibility as CEO of the Appalachian EB5 Regional Center for all operations at the headquarters in Asheville and on development projects in the greater region served in the southeastern US. His role with the company also includes traveling overseas and hosting international visitors to the USA in order to attract foreign direct investment (FDI) for major construction projects and job creation. He is a 35-year veteran economic developer with executive leadership experience in the governmental, nonprofit and private sectors. From January 2009 through March 2013 Carroll served as COO / Deputy Commerce Secretary in two Gubernatorial Administrations in North Carolina. In 2012 Southern Business & Development magazine named NC Commerce and its economic development partners as “State of the Year” based on 2011 job creation and capital investment results tracked in the southeastern USA. During his career Carroll has testified twice before the U.S. Congress and has successfully managed major financial projects totaling over $1 billion, including compliance responsibilities with 10-different federal agencies, several state agencies and numerous charitable foundations.
