Biography

Tom is the Chief Deputy Attorney for the Office of Legal Services of the General Assembly. He is a 1976 graduate of the "old" George C. Taylor Law School, has been in state service for 41 years, drafting bills, amendments, staffing committees, advising members of the Legislature, and otherwise.

During his professional career he has worked with 6 Governors, 5 Speakers of the House, 3 Lt. Governors, 6 Senate Judiciary Chairman, 5 House Judiciary Chairmen and numerous Supreme Court Justices, District Attorneys, Judges and attorneys.

Tom bears at least partial responsibility for everything undesirable about the criminal code as an original member of the Tennessee Sentencing Commission, from 1986 to1995. He also served as Chief Counsel for 5 different Article, VI, ยง 6 Judicial Removal Proceedings in 1978, 1983, 1987, 1993, and 2007; served as Chief Counsel for the Senate Ethics Committee Investigation of Senator John Ford in 2005; and has been on numerous other judiciary-related task forces, study committees and working groups.
