Biography

Hal Balthrop, P.E. TN WUC
Hal currently serves as the Water Utility Council Chair for the Section. This council deals with educating
local, state, and federal legislators on regulations and legislation involving water services for our
customers. Hal has 36 years in the water industry and is currently an Assistant Director for Metro Water
Services in Nashville Tennessee. Hal has served as a member of the TN Architects and Engineering
Examiners Board and also held many offices in the TN Society of Professional Engineers. Hal holds a
Professional Engineer’s license, Water Distribution Operator’s License and Sewer Collection Operator’s
License. He earned a BS in Civil Engineering from Tennessee Tech University. Recognitions include KYTN
Fuller Award, TN Government Engineer of the Year and TN Engineer of the Year. Hal has been married
to his college sweetheart, Kerri, for 35 years, has three children (all Engineers!) and currently six
grandchildren.
