Biography

Shannon Morgan is a Licensed Clinical Social Worker with over 20 years of experience working in substance use treatment and currently serves Hamilton County as the director of accountability courts. She completed a Bachelor and Master’s degree in Social Work from Georgia State University. Shannon began her career working in recovery residences and residential treatment, treating woman diagnosed with substance use disorders progressing toward retaining or regaining custody of their children. She has spent the majority of her career working with Drug Courts; employed with DeKalb County Drug Court in Atlanta, GA as a lead counselor and clinical director for over 6 years. She worked with Advanced Outcomes Consulting Group as a consultant assisting newly funded Accountability Courts including Family Treatment Courts, Juvenile Drug Courts, and Mental Health Courts with developing treatment programming, clinical coaching, and model fidelity. Shannon moved to Chattanooga in 2015 and returned to community mental health and substance use outpatient treatment. She joined the Hamilton County Recovery Court in November of 2020 as the program director. Passionate about program development, substance use treatment and criminal justice innovations, she has always found her true calling within the Drug Court model.
